Simplified Online Safety Representative Training – Low Risk
Online training for safety representatives in businesses where the parties, after a documented assessment, have agreed on training shorter than the main rule of 40 hours.
✅ Legal basis
Under sections 3-18 and 3-19 of Norway’s Regulations concerning Organisation, Management and Employee Participation, the employer must provide the necessary training, and the main rule is at least 40 hours. Shorter training may be agreed only when the employer and employees have jointly assessed the content and scope of the training and concluded that it is justifiable in view of the nature and extent of the working-environment issues. If the parties do not agree, 40 hours applies. Every topic required in the basic training must still be covered, and the Norwegian Labour Inspection Authority may require more training when working conditions warrant it.

Which safety representative course should construction businesses choose?
Construction businesses should normally choose the 40-hour basic training. Choose this simplified course only when the parties have assessed the risks and agreed in writing that shorter training is justifiable.
Who decides whether simplified training is sufficient?
The employer and employees must jointly assess the content and scope of the training and agree that shorter training is justifiable. A safety representative or employee representative may represent the employees.
How long is the course certificate valid?
There is no statutory expiry date or fixed requirement to repeat the training after re-election. The employer must nevertheless ensure that competence remains adequate and supplement the training when risks or needs change.
Must every business have a safety representative?
Businesses with five or more employees must have a safety representative. Businesses with one to four employees may enter into a written agreement on another arrangement for up to two years; every employee must sign.
Are four hours automatically sufficient in a low-risk business?
No. There is no automatic four-hour rule. The parties must document why shorter training is justifiable, and all relevant topics in the basic training must still be covered.
