Who is responsible for providing personal training?
Section 3-5 of the Working Environment Act states that the employer must undergo training in health, safety, and environmental management. This obligation is personal and cannot be delegated. In a corporation, the company must clarify who actually represents the employer and holds the highest level of day-to-day management.
A management title alone does not mean that all middle managers have the same personal responsibility. Supervisors, department heads, foremen, and others with HSE responsibilities must nevertheless possess the necessary expertise to plan and monitor the work for which they are responsible.
What should a health, safety, and environment (HSE) course for managers cover?
Training should be tailored to the size, organizational structure, and risk profile of the business. A practical management course should cover, among other things:
- Employer Responsibilities and the Allocation of HSE Tasks
- assessment, risk assessment, SJA, and action plan
- Internal controls and documentation throughout the year
- training of employees, temporary workers, and new hires
- Incidents, Accidents, Near Misses, and Improvement Measures
- Safety Representative, AMU, BHT, and Employee Participation
- physical, organizational, and psychosocial work environment
- preparedness, coordination, and monitoring of contractors
Can HSE training be taken online?
The regulations do not specify a particular course format or a general number of hours for employer-provided training. The key factor is that the training provides practical and relevant knowledge. What does the course certificate attest to?
A course certificate confirms that the theory course has been completed and the knowledge test has been passed. It does not replace the company’s ongoing internal controls, local risk assessments, or practical and equipment-specific training. Its value lies in providing the manager with a clear basis for organizing and properly following up on this work.

Does the leadership course also include safety representative training?
