Scaffolding 2–9 meters: Requirements for User and Installer Training

There is a big difference between using a pre-inspected scaffold and assembling, disassembling, modifying, or inspecting it. There are also different training requirements depending on the height of the top scaffold deck and whether the scaffold is erected in a standard configuration according to the supplier’s assembly instructions.

Here is a handy overview of the training requirements for scaffolding ranging from 2 to less than 9 meters.

User or installer—which course do you need?

A user works from a scaffold that has been fully assembled, inspected, and labeled. The user must receive basic training on the specific scaffold, including information on safe access, load limits, changes in weather conditions, and factors that could make the scaffold hazardous.

Anyone who assembles, disassembles, modifies, or inspects the scaffolding must undergo more comprehensive and documented training for that type of scaffolding and height range. A user course does not provide the qualifications needed to build or modify the scaffolding.

Scaffolding from 2 to 5 meters

For standard scaffolding and rolling scaffolding with a top scaffold deck height of 2 to 5 meters, Section 17-2 of the Regulations on the Performance of Work requires at least:

• 7.5 hours of theoretical training
• 7.5 hours of practical training under the supervision and guidance of a qualified person

Scaffolding from 5 to less than 9 meters

Section 17-3 applies to standard system scaffolds and mobile scaffolds with a top scaffold deck height ranging from 5 to less than 9 meters. Before the employee begins working independently, the employer must ensure that the employee has:

• 15 hours of theoretical training
• 15 hours of practical training under the supervision and guidance of a qualified person

Why does a 2–9-meter course have 15 hours of theory?

A course designed to cover the entire range up to just under 9 meters must meet the highest theory requirement within that range. Therefore, a combined 2–9-meter course includes 15 hours of theory. It is incorrect to describe the theory portion as 7.5 hours if the course is intended to provide theory for independent work in the 5–9-meter range.

What should the training cover?

• understanding of assembly, operating, and disassembly plans
• Safety during installation, modification, and disassembly
• measures that reduce the risk of falls for installers and users
• anchoring, stability, load, and weather conditions
• inspection, labeling, maintenance, and nonconformance handling
• Rescue in the event of a fall and the use of appropriate fall protection equipment

When is additional or extra training needed?

Scaffolding with the top deck at a height of 9 meters or more is subject to stricter requirements. The same applies to scaffolding that is not assembled in a standard configuration according to the supplier’s assembly instructions, as well as special scaffolding structures or modifications that require calculations and additional expertise.

Employers must therefore always verify that the course actually covers the type of scaffold, the height, and the complexity of the work the employee will be performing.

How the company documents the training

1. Documents confirming completion of the theory course, topics, and a passed test.
2. Record practical hours, tasks, scaffold type, and height.
3. Indicate who provided the guidance and why that person is qualified.
4. Documents on the proper use of fall protection equipment and rescue drills.
5. Assess and document that the employee is able to perform the task safely.
