Which workplace safety training course you need depends on the role you will be filling—not just on the fact that you will be working “on the road.” The Norwegian Public Roads Administration’s training and competency portal currently offers courses 0, 1, 2, and 3.
Choose a course by role
- Course 0: Introductory level for specific needs. Verify that usage aligns with the assignment and the road owner.
- Course 1: Related to the role of site manager.
- Course 2: Related to the role of the person in charge.
- Course 3: Related to manual traffic control.
Always refer to the updated structure on the Norwegian Public Roads Administration’s course and competency portal. Road owners and contracting authorities may impose additional requirements.
Two Common Misconceptions
Course 3 is not a planning course. The term used today is "manual traffic control." Course 1 is also not automatically the right choice for everyone who works on the road. The company must clarify what role the person will actually have.
Before Placing an Order
- Define the scope of work and the road network.
- Identify the site manager and the person in charge.
- Clarify whether manual traffic control is included.
- Check the current requirements and course documentation.

Frequently Asked Questions
Can a work notification be submitted online?
Theory courses may be offered digitally when the course structure allows for it. At the same time, the employer must ensure that roles, on-site instruction, and other requirements are clearly defined.
What course does a person in charge need to take?
In the current course portal, the person in charge is assigned to Course 2. Always check the current requirements for the assignment.
