  • The obligation is personal and cannot be delegated to others. This means that the general manager must complete the course themselves.
  • HSE courses for managers cover topics such as systematic HSE work, risk assessment, internal control, and the employer's responsibility under the Working Environment Act.

2. Safety Representatives

  • Safety representatives and members of the working environment committee must complete a mandatory HSE course, which must be adapted to the company's needs. This requirement is described in Section 6-5 of the Working Environment Act.
  • The safety representative course is normally 40 hours long and covers the safety representative's rights, duties, and role in HSE work.
  • All enterprises with 10 or more employees must have a safety representative. Smaller businesses can agree on other arrangements, but training is recommended regardless.

3. Employees in High-Risk Industries

  • Individuals working in high-risk industries, such as construction, manufacturing, healthcare, or transport, need specialized HSE courses to prevent accidents and ensure a safe working environment.
  • In construction, this may include courses in fall protection, scaffolding erection, dangerous tools, and road warning.
  • The Client Regulations set specific requirements for SHA competence (Safety, Health, and Working Environment) for everyone involved in construction and civil engineering projects.

4. New Employees

  • New employees should receive basic HSE training as part of their company induction, to learn about routines, risks, and safety measures.
  • The employer is responsible for ensuring that all new employees receive necessary training before starting work, especially in roles with physical risk.

5. Individuals with Specific Roles

  • Examples include diisocyanate courses, noise courses, and courses in excavation and trenching work.

6. Self-Employed Individuals

  • Self-employed individuals who have employees, or work in hazardous environments, are also required to familiarize themselves with HSE regulations and take courses.
  • Sole proprietorships with employees have the same obligations as other employers under the Working Environment Act.
